WILLIAM C. CARNEAL

TRAFFIC ACCIDENT RECONSTRUCTIONIST

 

William C. Carneal is a nationally certified Traffic Accident Reconstructionist and is on the staff of California Traffic Specialists. Mr. Carneal served with the Los Angeles Sheriff’s Department (LASD) for thirty years and retired at the rank of Sergeant. Mr. Carneal served for five years on the Sheriff’s Department’s specialized Headquarters Traffic Collision Response Team.

Mr. Carneal is nationally accredited and certified as a Traffic Accident Reconstructionist by the Accreditation Commission for Traffic Accident Reconstruction (ACTAR).

Mr. Carneal’s formal education includes an Associate of Arts degree from Cerritos Community College. Mr. Carneal was an instructor at the Los Angeles County Sheriff’s Department’s Academy, where he taught advanced traffic accident investigation, intermediate accident investigation, and basic accident investigation. He also taught Recruit classes courses on accident report writing and the California Vehicle Code.

Mr. Carneal was selected as a member of the Statewide Traffic Review and Development Committee for the Department of Justice, Commission of Peace Officer Standards and Training (POST) which developed and redesigned the training curriculum for Accident Report Writing, Traffic Control, Vehicle Impound Authorities, & The California Vehicle Code courses taught by all law enforcement agencies and college districts in the State of California.

Mr. Carneal has investigated and reconstructed over 3,000 traffic collisions. He has completed over 1,200 hours of specialized training in traffic investigation, reconstruction and biomechanics. He is proficient in all areas of accident reconstruction, biomechanics, occupant kinematics, occupant protection systems, and fraud. The majority of his training was completed at the University of North Florida – Institute of Police Technology and Management, Northwestern University – Traffic Institute, California State Polytechnic University Pomona – TPMI, and Texas A&M University.

Mr. Carneal is a court recognized expert in all of the various elements of traffic accident investigation and reconstruction. He has given testimony in over 50 trials in both criminal and civil cases, and he is thoroughly familiar with court procedures and decorum.
